Anchoring Text

It there a way to "Anchor" text to the drawing in layout so that if the drawing moves the text moves along with it? I think I have done it before but I can't seem to do it again.

You can group the SU Viewport and the text box. In fact, it is good, I do this with dimensions, leader text etc. all the time.
