LayOut: some general problems

LayOut is not my strong part, but working more&more in SU, would like to develop more "technical drawing" looking projects,
exporting files and sections to another programs makes corrections so difficult.
If somebody would be so nice to explain me how to fight problems I had recently:- ANY WAY TO PRESERVE SCALE ON DIFFERENT SCENES AUTOMATICALLY?
- REASONABLE WAY TO ALIGN VIEWS AND SECTIONS?
- COPY & REPEAT / ROTATE & REPEAT LIKE IN SU
- LOCK SELECTION & MOVE / ROTATE ACCORDING DEFINE POINT OR OBJECT
- ANY WAY TO TRANSFORM ROUNDNESS OF RECTANGLE AFTER CREATING?
- INFO ABOUT ARCH / LINE LENGTH LIKE IN SU?
- WHAT IS THE EASIEST WAY TO DO DASH LINES AND HATCHES INSTEAD SOLID COLORS?
Mostly I work in graphic programs like PS and Corel, but I discover that SU has more friendly interface and a lot of stuff is easier to create in SU,
unfortunately vectors export is not perfect /PDF or DWG/ so I can't directly use exported files for cut or plot.Thanks
