I can't fine the tool bar for the plugin

I downloaded the Fredoscale but can't find it in my plugin for por8. Please help.

Ifyou installed it correctly, go to Window > Preferences > Extensions and activate it with its checkbox. Restart SU and find it under Tools > Fredo collection or rather activate its toolbar from View > Toolbars.
