URGENT help needed :( bridge and bumps

i'm kind of new to sketchup.. Im working on a landscape project with loads of curves and irregular shapes. i have 2 problems.. and i hope you guys could help me out..
1 - i want to create a C shaped bridge. Ive tried "follow me" but it kills the idea
.. it doesn't stay leveled it tilts inwards or outwards.. SO annoying! i can't even get it to start where i want it to start! you have to walk up a step to be on the bridge 
and it ends tilted at a 45 degree angle with no sight of 1 of the corner.. 
2 - ive predesigned the floorplan and traced it on sketchup, what i want to do is lift some areas up, creating humps and bumps..and some down. ive created a simplified plan to give you an insight of the shapes im working on..
Hope someone could help me out..

Hi Dahmani and welcome to SCF!
For the first problem (sincethe Follow me tool - as you noticed - only works properly with 2D curves), here is a plugin called "Follow me and keep" (i.e. face orientation...)
For the second, have you tried the (native SU) Sandbox tools yet? There could be more advanced plugins but I do not want to overwhelm you with them yet.
