Crayon Material Question

Awhile back Jim did a nice set of colors based on the Crayola crayons set. It got me thinking about a possible materials library.
Could a set of materials be created to simulate crayons on paper ala the heart image? Would it be possible to make something that is seamless and to automate the process of making the different colors?

I expect there's a way to do what I'm after but I haven't any idea how. I probably don't have the right tools either.

Andrew, Jim already did the colors. I'm looking for some sort of crayon on textured paper materials.
I suppose someone who is even a wee bit smarter about this than I am could take the table of RGB or hex values for the colors from the Wiki and somehow do a sort of batch thing.

I came up with that looking at my Chuck Taylors. I can lighten in up a bit.
