Anyone familiar with MapWindow?

I was wondering if one could write a plugin for this program, since it's open source, that would utilize information from Google Earth, create that information into shapefiles, and then be able to model from that shapefile. Does that make any since at all, or am I on the wrong trail here?
My cities information from the GIS expert is way out of date for an area I want to model, so I thought that if I could get that type of information easily it would benefit us both.
