Is there any way to convert a layout drawing to a 2d dxf or dwg?

Well, if you choose vector rendering in LO and export it as pdf, it will keep the vector data. Now as for how to import vector based pdf's into your CAD app, I don't know but maybe another step and you are there (the Mac version of SU could import it theoretically and from there you could export it as dwg/dxf maybe)

There are some commercial PDF to DWG or DXF converters available. Also, Adobe Illustrator can do the trick (open PDF, export DWG).
Also, you can download and install the free Ghostscript application with the right plugins to convert a PDF or a printed Postscript file into DXF. Needs a bit of nerdy attitude.

How can you export vector pdf's from LayOut? Because I am trying to get a layout into a dxf file (having to trnaslate to pdf first) and the pdf to dxf translator I am using needs vector pdf's.

Change to either hybrid or vector rendering mode in the SU Model panel in the tray (by default, it is set to raster)
