PlugIns not showing up in context menu

I need some feedback, some PlugIns seems not to be loading to the context menu. As an example, the
PutOnLayer.rbdoesn't show up. When I bring up the context menu I can see a couple of horizontal bars at the bottom but no menu item between them.
I've attached this image of how it looks like right clicking on a component with subcomponents in it...XP pro SP3
