Layout pagination issue

I would like to have a layer "Page specific for every inside page" that I woud use for pagination.I do not see this option in Layers. Help or comments would be appreciated

But what is this really about? (Sorry, my bad English sometimes prevents me from fully understanding everything by the first read)

I agree. It would be nice to have the ability to have the ability to set layers to show on every inside page but not on the first and perhaps last page. This would make it possible to create a cover page that doesn't include text, for example, that appears on all other pages.
