Toolbars on the same line

for some reason i cannot put more than one toolbar on the same line, a new toolbar will always go on a different line, be it above (and push the bar down) or below and create a new line...
this is a pain, is there a fix? or does this come under 'google toolbar fuckups'

If you move the toolbar in to an empty bit of the line youd like to put it in first, then move it across you can usually get it to anchor properly.
