3D terrain modeling with cad overlay (Civil)

How do I overlay or wrap a cad file over sandboxed contours?
I am essentially trying to create a 3D Terrain and overlay a 2D cad file over the terrain to illustrate how the proposed development works with the terrain.
I am a Landscape Architect/ Land Development Consultant trying build a 3D model of a proposed Commercial Center. I have searched and read many tutorials but come up dry.

Have you tried the drap tool? Its the icon with little circle over contour under the contour tools.
