French forum . How to access ?

Hello, Unfortunately, I can not access the french forum which is qite disappointing.
Can someone explain how to gain the rights.

Go to User Control Pannel (on top left of the board index page) then Usergroups and select the french forum.

Getting fed up of having to scroll through the same posts each visit?
