Hi,
by chance I found the free program "RocketDock". The program simulates the "Apple" program toolbar. I've tried it and I'm very excited. You can drag any program in the bar, and you have a quick access. This program is a wonderful addition to windows.

Same goes for OSX.
But, you can cleanup and reorganize manually your startup menu, it's more appropriate for the windows UI.
