[REQ] Angle or Scale by increments

I'd like a menu script to scale or rotate objects quickly. I can then add a keystroke to the commands.
Rotate object +5° (on ground plane from axis)
Rotate object -5° (on ground plane from axis)
Scale object 110% (proportionally from axis)
Scale object 90% (proportionally from axis)Help would be greatly appreciated. Thank you so much!
