[REQ] Layer & Scene Sync

Doing some animation tests I realized quickly that placing components on layers, renaming layers, renaming scenes to match, updating scenes and making sure they all mesh is not only exhausting but my wrist hurts
So if I place a bunch of components along a path is it possible to do the following:
*Create a specific number of layers.
*Name them like what I want to (I.E. 001, 002, 003 etc...).
*Create a specific number of scenes to match the layer quantity and names.
*Place one component on each layer in sequence either automatically or by clicking them one after another.
*And finally have the scene tabs only display the layer number that shares the same number as the scene.Tall order I think but I just wanted to ask.

I think Jim has a pay for one somewhere... does most of this.
or
wiki's http://forums.sketchucation.com/viewtopic.php?p=45473#p45473 can be modified to add matching layers to the scenes.
then PutOnLayer_btw.rb (from somewhere) can make assigning your groups easier.
but you still need to turn the layer on manually.
