Regarding the monocular. First the monocular enlarges the red dot when you are at a distance. Second it narrows your field of view so you know where to start looking for the red dot. Even though the line of sight of the laser and the line of sight of the monocular are not congruent, they are only about an inch and a half apart. So as long as you see the red dot it does not matter if it is not perfectly centered in the monocular's field of view.
Lastly, if the monocular is fitted with a red filter the laser dot will be enhanced and the blue component of skylight will be reduced so the dot will tend to stand out more. And you will look ultra cool being the only person in red sunglasses.

Thanks for the information on the target. I have used blue tape to mount a white carboard target that is three-sided like the corner of a box and made to align square on a building corner. I think it is crushed in the trunk of my car at present. I'll take a look at what you've got.

The reflective tape is a really key element when trying to work in bright sun. Here in Arizona it is almost always bright sun.
