Add a flour hopper, smoke stack and a corroded company name and it's a good traditional pie factory.

On the other hand, it could have been a rural agricultural cooperative? But whoever heard of an urban agricultural cooperative? Makes me think of some rural power stations because of the substantial and well engineered structure.
