[request plugin] offset line/face with specific distance

Hi plugin gurus,
Would anyone know if this plugin exists or have time to write it for me?
So here what I want it to do:
Basically, after drawing a polyline, I click on it and the plugin will offset by creating a face on the left, right or center with a specific distance (e.g. 5m here). Does it make sense?
