i have been trying to run/install DX setup for a while now (months ) with no luck. today i found a solution and thought i'd share it in case others where having the same problem.
its as simple as booting in safe mode and installing from there . who knew? hope this helps someone.
this trick may also work for other stubborn software too. try and let us know.
