Bend/ deflect in the middle of a "solid" mesh

How about a script that would do a uniform/ smooth deflection of a volumetric mesh?
Maybe to make a bulge in a wall, or a plane that has thickness, so that both surfaces are warped simultaneously. Or to warp cylindrical models.
I take the slow, deliberate approach in my aimless wandering.
