[7.1 Ruby Bug] - Double entries in extensions + context menu

noticed some toolbars are repeated in the extensions list, and show up twice in the UI. unchecking one will show one toolbar without its 'clone'.

doubles also show up in the right click menu like geometry select from Didier's 'selection filters' or TIG's add 'faces'..
