That's a real botched job. If you load that kml into GE, the road network is out of sync with the imagery by about 500 mtrs.

That often happens with GE actually. Between my city and our airport, you seem to need to jump about 10-20 metres aside to continue on the same road. Sure it's not 500 metres.
