I can imagine (however not sure about it) that the reason is that much of the 3D content is proprietary content.

A friend of mine has Google Earth Pro so do u think it's possible to have it? He doesnt find in the options how to do it..And I say again I can pay if someone has the file

AFAIK the 3D Layer cannot be downloaded with GE Pro either. And it's not subject of money in fact but Google's policy.

The models of manhattan were available on Google 3D warehouse, but now they have been erased from the website. -
