          I dont think so, he got his degree 8 Years ago and a project this size
          would take once aproved decades to build, but he is making quite a reputation
          for himself.

              Have a look at the article. Those are floating units, thus location is wherever their "mayor" decides.

                On a more serious note, those look like a pretty good idea. I cant help but wonder how stormproof theyd be though, they look pretty floodable, although i suppose it depends a lot on the scale of the things.
