You are victim to a virus/trojan.
It's a classic one .It installs a problem and presents you to download the cure at a price.
Pure blackmail.
Google should give you enough links to solve this. -
Yeah, what kwist says. You ARE already infected. Sort it out as soon as possible (but NOTwith the solution "offered" by the popup!).

Did you get any new flashing icons in the bottom right? If so I had this a while back and IT had a hell of a time getting rid if it. Good luck but if your flashing, your going to spend some time on this one.
