Well... It could be a photo taken in Denmark, but perhaps also in Norway...?!?
"Fart kontrol" means "Speed control"...Sometimes words are spelled the same but means something completely different...
Even within the Scandinavian languages there are some funny words...
I.e. the Danish word "Taske" means "a bag", but in Swedish, "taske" means something completely different...
