I wouldn't try this
. Beware that the vapors ignite, not the liquid.
I heard you can extinguish a match in gasoline, if there are no vapors to ignite above it. But I would never try this theory.

I haven't any statistics on rarity of signs in Moscow, but I would assume that they would be stolen if they don't have the chain... -
That or someone is making sure the lamppost does not get stolen.
