BMP Tracer Help

I have an plug-in called BMP tracer. I've used it in the past (I think) to convert a bitmap image (raster) into vector drawing that can be extruded.
Now it does not appear to be working ... and I can't find any info in the extension warehouse to show that it even existed. It does not have any help features.
Does anyone know anything about this plug-in?
