Required - place components on vertices

Some years back I used component spray for placing components on a mesh's vertices. What free plugin allows me to this today? I tried make fur and ivy plugin but they don't have this feature.

I have a solution if you can find how convert Points Guides in Components! (or groups)
No problem one by one by hands but...automatically that will much better!
JQL was more speedy!
I used ADD Vertex by TIG so use after the Thomthom snippet for a simple thing!
But I want to use the component random replacement by Sdmitch for a more strong thing!
(differents components on a familly of vetex by example)
So transform each vertex in component or group will be fine!Curiously Loose to Group by Chris Fullmer transform only one Guide Point (of a selections of points) in Group!
