Plugin/Extension Idea: Visual Outliner

Visual outliner or Outliner Viewport
does something like this exist? or is it feasible? is it needed?
I think it would be a great help and encourage people to use the outliner more. shifting groups using the outliner is a bit clunky and is such a time saver.
How it would possibly work;
enter into plugin/ext
the viewport displays all the groups' boundary boxes
by hovering over a box the name of it is it is displayed - this is editable
send to option - send to group/comp - send to top - send to ? (any suggestions)comments, suggestions or shoot it out of the sky? all welcome
