Russian free 2d editor to fix askew jpgs?

About a year ago, there were 2 nice programs offered for free from a university computer science lab in Russia..One of them allowed us to take a jpg that was askew and bring it into sketch-up in a corrected view for use on a bldg, etc...Looking for names of programs or university link..Could it have been Moscow University
