Keyboard shortcuts automatic load

it is possible to import keyboard shortcuts through the menu
window > preferences > shortcut > import
and then you are asked to choose a .dat file ...
it seems simple, but even that is difficult for some users...
would it be possible to write some code in ruby to do it automatically?
