Missing toolbar to load plugins

I had a tool bar that had two icons, one that looked like an open book, and the other I don't recall. However, the open book open the plugin directory allowing you to load a script. This toolbar has disappeared and I can not find this script or toolbar.
Note, I have a script that is in the plugins drop down, however this script was from someone else.
