Hi Majid,
I remember seeing some discussion on pros and cons of different programs

Maybe you´ll find something there.

Majid,
I like the Onyx Tree Storm plugin for max. You can quickly populate a scene with proxy trees and they don't drain a lot of RAM or file size. I do, however usually convert them to physical geometry and then to Vray proxy so I can get the benefits of Vray proxies dynamic geometry when rendering. For foreground trees, it does take some time with Onyx to load in bitmaps for the leaves and trunk as they generally come in as colored by vertex, but with no texture maps. Once you've created the tree or shrub and added the texture maps, you can reuse it every time you need it though. It's not a cheap plugin, but I'd say it's the best as far as being adapted for a Max workflow. There is a great recorded webinar on Onyx tree setup done by Brian Smith on the 3DATS website.
There's another good plugin out there called GroundWiz, which will allow you to populate scenes in Max with ecosystems of vegetation, similar to Vue.
For 2D stuff I use a free Max plugin called Tree Shop. It's easy and simple and you can set all the cutouts to face the camera with one click.

A Max plugin that I find quite useful for producing basic tree shapes is Branches. It will allow you to draw a trunk and main branches directly in 3D in Max...in as low a resolution as you want...even for eventual porting to SU.
It will draw new branches recursively...ie each branch is automatically drawn at a smaller scale and resolution than its parent. It's not a complete tree solution, but does allow you to draw a skeleton pretty quickly. It's free too. -
recentely I found this one: http://www.3dyk.net/
it is amazing, free and also contains bushes, buildings, ferniture...library -
