recently saw this:

International finance corporation has handled it. to use it you need submit and login to start your project.
It is really easy to use and has a familiar interface. Within few tweaks you can calculate the energy saving and the gain amount using different efficiency approaches. it seems that does not support 1st countries and one may use generic data but includes data from every single point on the planet.
