Help downloading and installing Fredoscale

I can not figure out how/where to download and install the most recent version of FredoScale. I found where the release notes are and have downloaded a couple files, including the shared rb file, but cannot make heads or tails if what i have is what's needed.
Can someone tell me exactly which 2 files to download? Also, how do they need to be placed in the Plugins folder?
I really want to try this plugin out.

FredoScale 2.0h.zip. A brief explanation should also be there.
