hi all , it seems when u draw an arc as the edge of a surface , then it is hard ( or let me say impossible ) to say sketchup , that it is still an arc . so then if u offset it , and then try to extend it to the nearest edge , it is known as a line , and so impossible to extend it. but maybe there is a way!
my question is : is it possible to have a plugin to extend an arc?

I think the weld plugin should do what you want: http://www.smustard.com/script/Weld

Do you want to extend like:

            • retain same number of arc edges? (like a circular stretch?)
            • retain the length of the arc edges (but, increase in number, like copy rotate would do?)

Both of these can be implemented, it would need either an input dialog to choose which one, or a set of two different [context] menu items.
