Flash software

Hey all,
I am a total newb when it comes to Flash / web language / etc....
Just wondering what is the best way to create Flash files. I think I could use it in my travels... Also I am soon to create a website [not me a graphic designer] and I want to learn how to update it from time to time....

Q1 - What is the best Flash program, Licence or Freeware?
Q2 - I have been told there are web programs that help you create your own sites, any ideas?

As if I don't have enough to do....

I'd second Swish. I've used it myself to produce some ads with pretty snappy animations and text effects. Other than tweaking the timeline, it's largely drag and drop.
