Ruby . - on key now - flags problem

hello,
i face a seldom problem:
in skp 2021
onkeydown produces
key 38 flag 328
key 40 flag 336
on the same notebook with same keyboard (parallel installation)
sketchup 2023 produces flags 0 for both keys.
is there any logical explanation for this ?
