Programmatic scene generation

Hello All,
I'm new to this forum.
I'd like to create a tool that accepts a few parameters and programmatically generates a scene like this:
The input parameters are the size/colors of boxes and their spatial relation to each other (stacked vs side by side).
The tool should run on the command line and exit with the final render written to a specified file.
I have a small budget to pay for the development of this tool. Any ideas where I can get some help?
