Link Bar at the Bottom of Pages

I wonder if it is possible to put this link bar at the bottom of each page as well as the top. I always have to scroll back up. I know there's a "Top" button, but the only reason I'm going to the top is to get to this button... Soooo...
It would be a good place for another banner as well.
