Free:
GIMP (The one I use)
Paint.NetPaid:
Adobe has a tempting offer of Photoshop Elements + Premiere Elements for $120.What will be your main use, by the way?

I have both GIMP and Paint.NET.
Like them especially that they can do everything I can with an image editor (which is unfortunately not much of course).GIMP is also a good choice because being some sort of a freeware "PhotoShop clone", many PS plugins are also available for it.

Forgot to mention Irfanview! It's also freeware, very, very basic, but accepts Photoshop plug-ins and has batch resizing/batch compression of photos.

Try FastStone. It can offer a lot. http://www.faststone.org/FSViewerDetail.htm

For a simple image viewer, I use FastStone image viewer (cropping and especially annotating by adding screen text, arrows etc. for fast upload to the forums is very handy) and it can also do some basic image editing, too.
Then fro batch processing (even batch cropping), I use it's "sister", FastStone Image resizer

You might also find the free XnView handy...
