Dear John,
Very nice. Is this a manned or un-manned facility. If manned, are you going to include office space and rest and recreation areas for facility staff.
What about an information centre so that people can see what is happening to their rubbish, pick up leaflets etc.
The roof is calling out for solar cells.

The client requested that the office be inclueded in the main building

the education centre is a block tuck into the corner of the site. (its the building in the background of the first image.)

Sorry for getting your name wrong first time.
Seriously, ask your client if he would consider making the facility a showcase for some renewable energy features, such as solar panels (PV panels) and solar water heating units. If your client is a local authority (e.g. City Council)then they might go for the idea. How about a small wind turbine too (see http://news.bbc.co.uk/1/hi/england/oxfordshire/6179236.stm), although it will depend on where the site is located.
